Tom Ling

Dr Ling leads RAND Europe's research in Evaluation & Audit, and Health. He has a background in policy analysis and evaluation based on research and consultancy and experience of leading complex projects in and around the public sector. His recent work includes work on assessing public policy for pharmacogenetics and genetic testing, the governance of health research, and diversity in public services. His research focus is on public policy analysis, evaluation, and accountability in the public sector, and, futures thinking.

Dr Ling’s work has been widely published both on evaluation and on the relationship between evaluation and accountability in journals including Public Administration and Evaluation. His books and edited volumes include The changing British State (Polity) and Reforming healthcare by consent (Radcliffe) and the forthcoming Evidence Book (Transaction Press). He is currently working on The Performance Audit Handbook and is co-editing a volume on the changing world of performance audit and its relationships with accountability and better services. He is a member of the European Evaluation Society and INTEVAL, the international evaluators’ research group and a Professor of Public Policy from the Anglia Ruskin University.
